Ted, also known as, D199 and Spamcan, is a diesel engine who once visited the North Western Railway on trial and on loan from British Railways.

Ted was built Derby Works in 1963. In 1963, he was talking with Bowler, Old Stuck-Up and Bear, interrupting BoCo's sleep. Because he agreed with Bowler that they don't need to learn as they are revolutionary, he was stared by Bear and BoCo with the others.
In 1964, Spamcan, Bowler, and Bear were talking with a diesel shunter who was telling them about a group of steam engines she spotted while passing through Oxford. He agreed with Bowler saying that the steam engines should go down with some dignity, Bear made a crack at Spamcan saying that he would be begging not to be scrap, which he took offences to. He then shuttered when Bowler mention that the Diesel Justice Division were after the rogue steam engines as he heard about BoCo's brother Roderick and how him and his group give him the creeps to which Bear agreed with him.
At some point in 1967, the event of Super Rescue happened on Sodor where D199 was rude to the Sudrian engines but broke down and needed to be rescued by Henry along with D7101 (Now Bear) and gain the new nickname of "Spamcan" much to his disgruntled dismay and having his increased hatred to steam engines more than ever.
In 1969, he, Bowler and Old Stuck-Up found Geoffrey off the rails. After Geoffrey asked them why they should scrap him instead of scrap the other three engines, Spamcan stated that he was lying, but he was shocked with Old Stuck-Up when Geoffrey stated that one of the engines killed one of the diesels.
In 1986, Spamcan commented to Bowler on how late he was to collect his passenger train while waiting at Euston Station. The two diesels talked about how things on British Railways had been changing and how they weren't being maintained properly before their conversation was interrupted by Pip and Emma who asked them what they were talking about, to which Spamcan told them that it was nothing that concerns non-diesels like them. After Bowler commented to Pip and Emma on how speed wasn't everything, Spamcan was a little perplexed and reminded Bowler if one of the steam engines told them that. Shortly after the HST departed, he brushed it all off as they both went their separate ways with their passenger trains. Later that night, Spamcan arrived at Barrow-in-Furness Station where he met up with Bear. The class 46 was surprised to see him and questioned him where he had been as well as asking him what happened to his blue paintwork, Bear explained to him that he had been bought by the NWR and repainted green saying that it was a much better color than his original one. Spamcan was cross with this, but Bear didn't care what his old friend had to say, before asking how Bowler and Old Stuck-Up were doing to which Spamcan told him that they were still working, but admitting that Old Stuck-Up did need a new engine. Bear then told him about how he had heard that the first generation diesels are being withdrawn and scrapped, he then said that they were kind of like the steam engines, but this annoyed Spamcan and said that he betrayed his own kind as well as saying that they won't see any steam engines on BR ever again. He was silent after Bear told him that he had a home where he could be safe and how British Railways are always looking for new ways to improve the railway before he departed on his return run back to Sodor. Those words stuck with Spamcan when he returned to his shed, but he dismissed the thought and went to sleep, however he had a nightmare that he was the engine chosen for the nuclear flask test which scared him awake. The following day at Rotherham Masborough Station, he witness Arry and Bert escorting a BR class 55 Deltic away for scrap who was begging not to be scrap. Shortly after Spamcan saw Geoffrey pull into the station surprised to see the big red engine still in service, Geoffrey recognized the class 46 and was slightly surprised to see Spamcan still in service. Spamcan learned how Geoffrey was still in service and the big red engine explained that every engine he captures BR adds an extra month to his preservation ticket, putting it simply as a life for a life, giving Spamcan the idea that this could save some diesels too; before Geoffrey left. Later he discussed his idea to Old Stuck-Up on how they could get him fixed by exchanging him with another engine, but Old Stuck-Up refused as he didn't want someone else to take his place and if an opportunity to get preserve comes along he would take it. Spamcan respected his friend's decision before departing to collect a train of scrap from Eastleigh Works. He picked up his train and departed for the Bridlington Steelworks. Upon his arrival there, Frankie greeted him and thanked him for delivering the scrap, Spamcan couldn't understand how any diesel could work at a Steelworks and cringed when Frankie called him Spammy. As he was refueling before heading home, Spamcan spotted Nickolas on the back of his train roaming around the yards, he then remember Geoffrey's words about a life for a life and decided to capture the midland tank engine. He cornered Nickolas in a siding who begged not to be scrapped with Spamcan stating that its for survival, but his attempt to take Nickolas in was stopped by Frankie who informed him that he was their new shunter. Spamcan departed for home and arrived later that evening at the sheds where he talked with Bowler and Old Stuck-Up, the three diesels continued to discuss about all the changes going on with British Railways and how their days are numbered. Spamcan revealed to his two friends that his real name is Ted to which Bowler revealed his real name is Andy while Old Stuck-Up revealed his real name to be Johnny, thinking that soon they would be withdrawn from service. However a man who was a representative of the East Lancashire Railway asked Bowler if he'd like to be preserved on their railway, Bowler agreed to it under the condition that Spamcan and Old Stuck-Up could be preserved there too, After a few days, Spamcan, Bowler, and Old Stuck-Up got preserved on the East Lancashire Railway. At Heywood Station, the three diesels were approached by Diesel 10, Splatter, Dodge, Diesel, and Dennis asking if this was a heritage railway and how they have a diesel that wants to be preserved. Spamcan mentioned that the ELR were looking for more diesels to preserve and later into their conversation he was surprised to learn that they were talking with Diesel 10 as they had heard he had attacked a steam engine back in the day before Diesel 10 left with Splatter, Dodge, and Diesel.
In 2012, Spamcan along with Bowler and Old Stuck-Up kicked Diesel 10, Splatter, and Dodge off of their railway and how they were tired of getting involved with his crazy plans to take over Sodor. They even called him a coward as Diesel 10 didn't have the heart to scrap a fellow diesel and threatened that if he ever came back to the East Lancashire Railway, they would send him and his henchmen to railgate.

Diesel 199 is based on a BR Class 46 "Peak" 1Co-Co1 diesel-electric engine. The Class 46s never made it up to D199. They were numbered between D138 to D193. D199 was planned as part of an additional batch of 20, but said batch was canceled.
